Alec: This sounds like what I must have done (it was a year or so ago)

Alec commented - IIRC - I used Notetab to
1) strip the items ^!replace ".*?\(t.*?) >> "$2" rwsai (now have *JUST* the popup values)
2) sort (removing duplicates)
3) double the 1st and only column ^!replace "(.*)" >> "$1\t$2" rwais (now have 1st-column = 2nd-column = item = popup value
 
This was where my memory of having a folder with one item for each popup value containg the popup value came from Smiley
 
Balance of procedure sounds exactly correct, except that I maintained the imported items so I could manually update it as I added new popup values. If / when the number of "unsorted items" at the bottom of the list got out of control again I could just sort the folder by item_name, export, skip steps 3 and 4 and repeat steps 5, through 10

wow,  that's an eyeful!
 
 
try this:
 
1) look at http://forums.eccoMAGIC.com/forum/YaBB.pl?num=1176289652/0#0
 
2) keep in mind the key steps in process of creating a new popup field from a text file:  
 
5. From the PHONEBOOK,  File>Database>Import  (or use a shortcut icon). (also helpful to clear phonebook view by searching for "xxxxxxxxxx" or some non-existent string)
6. Select the file name you created,  or any text file with one item per line (with no commas or tab chars unless line is in quotes).
7. Select  'choose a destination'  as "<new popup field>"  and fill in the field name you desire in the box below.
8. go!
9. Mark and delete (entirely from the file) the blank entries that pop up in your phonebook upon import.  Shift Ctrl-End  and then Delete is helpful for that.
 
10 You've got it!  (If creating multiple folders,  move them as a group under a parent (eg. 'My phonebook') for easy use in a subfolder activated column.
 
and 3) put it all together:
 
A) Create a text file,  one item per line,  with the popup values in the order you  desire.    
 
B) from *PHONEBOOK* import into *NEW* field
 
C) use the Column > Merge Column Values tool   to copy (overwrite existing values)  from the ORIGINAL popup to the new.   Then, rename the New & Old.  (You'll need to update any forms or Filters is have used popup in them,  to update to new).
 
 
you're done.
 
 
 
also note:
 
when in popup "edit values" mode,   you can quickly move any value by:
 
A) click once on "Up" or "Down"
B) press & hold the "U" or "D" key as long as desired.
