When  first sharing a file,  you can select to have all folders shared.
 
if not, you can right click on any folder (folder pane)  of shared file and select "Make Public".
 
 
 
By selecting (for any shared file)  File > Properties > Privileges
 
 
you can adjust privileges after file shared.
