In the phone book it is not possible to assign depends or dependant items.  When the phone book is dragged into a new notepad it is possible to assign depends.  The problem appears to be that the right click menu in the phone book is different than the notepad view.  
 
The request is that the phone book right click menu have the depends functions added to it.
