And it would be nice if I could search the database by keyword, too, the same way a search engine works. What type of program does this? Can OneNote do it? However it is freeware and I have used it for years and found it to be quite useful. Hope you find my suggestion useful. It is outstanding and does exactly what you're asking (for free). You can upgrade to a larger syncing size later if you find you're using it a lot but the free version is plenty robust. One Note sounds like it does the same but I love Evernote and it's free. The only improvement Evernote could make for me would be to have a password for opening the software if you're using a shared computer.
